Pull request limits help maintainers manage the volume of incoming contributions from people without write access. You can now add exemption rules to decide which contributors can open pull requests beyond the cap, balancing protection from high-volume or low-trust contributions with fewer barriers for established community members.

In your organization or repository’s “Moderation” -> “Interaction limits” settings, enable either or both rules and set a threshold:

  • Account age: Exempt contributors whose accounts meet or exceed the minimum age you set. This value is in days.
  • Merged pull requests: Exempt contributors who have had at least the number of pull requests you set merged in that repository.

A contributor is exempt if they meet at least one enabled rule. You can also manage individual exemptions with the existing exemption list. Repository-level pull request cap settings override the organization’s settings.
