Enterprise Managed User repository collaborators are generally available

Repository collaborators are now generally available for use with Enterprise Managed Users (EMUs). This enables the “outside collaborator” access pattern for EMUs, letting you add users to a repository without adding them to the owning organization. Direct repository access helps you better control access to your organizations and repositories. Repository collaborators have two major differences compared to the standard outside collaborators available for non-EMU repositories:
- Only users from within the EMU enterprise can be added to a repository directly. You cannot add users from outside of the enterprise to an EMU-owned repository.
- By default, only EMU enterprise administrators can add repository collaborators using this feature. You must change the settings in your enterprise to allow organization and repository administrators to use the feature.
This access pattern is enabled for EMU enterprises on github.com as well as all enterprises on the data-resident GHE.com product. Because GHES is single-instance, it already uses the outside collaborator feature as-is.
