Restricting open new issue for repositories with issue templates

You can now let visitors to your repository know which issues are the most important by pinning up to 3 of them at the top of the issues list.

When interacting with Related Issues, tab-ing from the issues interface will now skip the listed duplicate Related Issues. Additionally, you can hide the results by using the esc key.
